Additional costs to the taxpayer?

There is no fee associated with the initial mail out of cards.

Replacement of any card will be $240.00 and only one card will be allowed to be replaced annually.


Is recycling and yard waste included in the entitlement?

Yes, all recycling and yard waste will be included in the punches.

Two (2) Free dump weeks will be implemented semi-annually where no punches will be required during normal opening days.  During these events, strict enforcement of ID checks will be performed. Dates will be presented to the Public six (6) weeks prior to the free dump weeks.


I only go to the landfill monthly/every couple of months, will I have to go weekly now?

No you won’t have to visit weekly you can still continue to go monthly as the cards will expire quarterly, that being said once the quarter is complete there will be no carry forward of unused punches.


My neighbor takes my garbage, or a nonresident takes my garbage to landfill for me.

If a resident decides to let someone borrow their card that is their decision therefore, they need to be cautious they are not abusing the entitlements as the tax payer may have to purchase another card worth $240 and they are only allowed one purchase annually. This puts the onus on the taxpayer to control usage of their entitlements.


What size is the garbage bag that is mentioned?

The attendant will have the discretion of load size but the mentioned bag will roughly be a regular 74L.


Examples

A resident bringing in 5 bags of garage or less will get one punch.

A resident bringing in a truck bed of garbage that is not above the box sides is 2 punches.

A resident bringing in a truck bed AND a small trailer would be 4 punches.

A resident bringing in an empty truck and small trailer would be 2 punches.


The 24 punches per card works out to roughly 2 punches per week giving residents 10 bags or 1 truck box not above the sides per week.


The purpose of the system is to cut down abuse of our landfills, specifically (1) property owners dumping more waste than is reasonable given the properties they own, e.g., residential property owners bringing in dump trailers weekly with waste from their business activities, and (2) residents or even non-residents bringing in waste from outside the Municipality. The system will also therefore reduce waste volumes, which will extend the lives of our landfills.
